surging optimax 225

Hello,

i have a 1999 merc optimax 225 that surges while cruising at 3500 rpm's , the engine will drop around 400 rpm's for about one minute or two and then pick right back up . i have also noticed a hard start hot or warm problem , my dealer replaced some compressor o rings ,but that was not the problem ... possible coil ?? it has six of them i know that much ..thanks for any help !!!
