Probably not it, but they do have idle adjustment screws on the carbs that may be off - a compression check is the place to start though - plus do a decarb on it which you can do yourself - don't think thats the whole issue but might help.
As stated you try to save money with the shade tree guy and end up frustrated and throwing parts at it which gets more expensive.
