UPV with Coastwise endorsement

In doing some research, I found a newsletter from a Michigan charter association to it's members saying that as of 2009, all passenger carrying uninspected vessels must me USCG Documented with a Coastwise endorsement.

Does anyone know if that is true? What is the boat is < 5 net tons.

I haven't heard anything in regards to this. Aside from the less than 5 net ton issue is that to be documented for coastwise trade, the hull needs to be made in the USA
