Reverse Lock Issue

Hello all

I recently purchased a 1999 Mercury 25hp EL - remote steering setup - no power tilt. The problem I am having is with the reverse lock assembly. The engine is always locked (reverse,neutral,forward) to the trim pin. I am going to post several pictures and hopefully someone can point out something wrong/missing parts.

When the engine is in forward gear the lock pin is raised by that little washer, but motor is still locked..



When the engine is in neutral or reverse the lock pin is lowered. The washer is lowered and is no longer touching the lock bar.



I am not sure if there is supposed to be a washer around that horizontal part in the red circle.



Here is the other end of the lock bar.
