Should be between 5500-6000 and should be able to hit 6000 light and at least 5500 fully loaded. Check to be sure your engines are high enough and that you are trimming them up when conducting WOT tests. This would be to the point of ventilation (more RPMs, but less speed), then trimming back down slightly until the props "bite" again. Proper engine height would be such that the anti-ventilation plates are on the surface of the water at 4500 RPMs with neutral trim.
I did my WOT test similar to what you described in the past, so I figure I have the wrong props for my application. Was hoping a Prowler owner with a similar setup would have some insight. Still your info confirms my suspician I'm not taching close to what I should.
I had a 2002 Prowler with those motors and if I remember right I had 13-1/4x17 props and got 5600 rpm WOT and 39mph. My mpg were never the 3.5 - 4 they claimed.
That 246 is one helluva boat though!
Go to propgods and check your slip. I have a 25' Seacat with 130's and with the 13 x 17 Yamaha props I was way off with almost 20 % slip. I now have Powertech RXB 13 x 14 4 blades and it is a new boat. Slip is at 11% and the hole shot is great. My fuel burn stayed the same for the same speed, but the boat handles 100% better.

A general rule of thumb is that if you need 15 inch pitch props to reach your engines maximum rated rpms, you are on the edge of needing more hp. And if you cannot come close to your engines maximum rated rpms with 15 inch pitch props then you definately need more hp. This general rule of thumb applies to any boat - cat or monohull
