Default Motor Trim

On a older Johnson outboard with electric trim, the motor will only trim up. I have to manualy let it down, it dos this at both switchs so it isnt just one switch doing it. So my question is, what is causing this? I am hoping to get this fixed by saturday.

follow the trim switch blue and green wires on the motor
you will find them
some times up top sometimes on the side
