Yamaha 250hp OX66 Problem

This past Saturday, while 15 miles offshore in the Gulf, my outboard on a 24' Cape Horn decided that it would not run at rpm's exceeding 4500 rpms. It would idle and run enough to push the boat at speeds up to 8 knots. Worked perfect at low rpm's but when you crossed the threshold of 4500 and then later on 3500 rpms, it would just shut down. Would immediately crank again and run at low rpms. Any help would be appreciated. Ps. the next morning it ran great at any speed. I thought at first that water may have splashed in the back of the motor, but it had all day to dry on the way back in and it did not improve.
