RE: motor wont start What kind of boat and motor do you have? That would help.
Make sure the kill switch circut is closed. Also make sure the gear shift is in neutral. There is a switch that will not allow the engine to start while in gear. The new cables may not be adjusted properly and the shift lever may be too far one way or the other not allowing the starter to crank the engine. Maybe disconnect the shift cable at the engine and make sure the shifter is in neutral then try the starter. If it works then, connect/adjust the cable so the shifter does not move so it stays in neutral.
Actually, my engine, 98 Johnson, will turn over with the kill switch lanyard pulled now that I think about it. Probably the shifter is in or almost in gear.
Also look for a fuse holder on the engine and make sure the fuse is not blown.
