Reputable used OB dealer? Probably the first step in finding a reputable used o/b motor dealer is to find a reputable new o/b motor dealer that sells used ones. Even if there isn't a warranty on the one that you buy, if you have a genuine problem right out of the gate, a REPUTABLE dealer would be willing to help you out. They have their "image" in the boat business to look after, in addition the possibility of selling you a new one down the road, whereas a used dealer would more than likely be a service shop and they won't be too concerned about your happiness once they have your money (except to CHARGE you to fix any problems with it). You have no one else but the owner of the place to complain to but if it was from a new dealer you could always complain to the MFG of their new products (slightly better chance of getting help).
