First off, there's NO WAY I'd ever go anywhere near the RPM percentages you have quoted ... in IDLE. This is true for inboard motors or OBs. Which are you using BTW

2nd, are your controls rigged as "parallel" or in "series"? A
parallel installation has separate cable from each control arm back to a common box that then sends the desired cable action to the motor.
In a
seriesinstall, the motor throttle goes to one hanger of the first helm. The other cable is affixed to the other arm on the helm and then up to the 2nd helm where it attaches to the same hanger/arm as affixed to the main helm.
Example: using an OB installation as typical. These motor cables need to pull the gear FORWARD and push the throttle BACK towards the engine. So look at your Morse setup with the twin levers, gear on the left, throttle on the right - you are behind them facing the bow.
You gear cable would be affixed to the REAR lever arm of the lefthand gear control. When you push that control arm foward, the back of the lever lifts up which pulls the shift arm forward. You second cable to the aux helm would go from the forward LH hanger to the REAR hanger on the aux helm.
For the throttle, the main helm t-control connects to the FORWARD hanger on the lever arm. The other cable to the aux helm then connects to the REAR hanger on the main helm up to the FORWARD hanger on the aux helm throttle control arm lever.

Yes, these need to be balanced, but FWIW, if you have Morse Twin-SR controls this is S I G N I G F I C A N T L Y easier as the SS top of the helm control can be removed by taking out 2 oval machine screws. It is a Pian in e arse adjusting Twin-S controls, as most times, you need to completely remove the entire control assembly out of its mount to affix or adjust anything.
FYI - Not sure what cables you are using, but the Xtreme 33-type by Teleflex are absolutely incredible. Takes zero effort to move the control arms and each end is adjustable (as are all 33-types).
