I just got my boat back from being tuned, serviced etc,and it has little brown specks on one side of the deck!!!@!I read a post several weeks ago about a similar problem....HELP>>>>iI cant seem to get them off easily...What is this?
never enough,
I have had exactly the same thing as what it sounds like your describing on my boat before - I think it is something from leaves that get on your boat and stay there for an amount of time - perhaps a type of leave
I'd betcha Jocko is right -- sounds like little rust spots from grinding or sanding. A whole lot of mildly abrasive cleaners will get them out, including the one Jocko mentioned.
I get them from the shavings from drilling into steel (even stainless). The cure for me has been FSR (Fiberglass Stain Remover). Its a gel that you apply to a dry surface, let it set for a minute or two, and then it it with a hose. Stains go away. Stuff works very well. It is blue in color and comes in a opaque container so you can see the color. Costs a bit, somewhere around $8 a tub as I recall. Lasts a long time ans works very well on all sorts of stains though. Worth having a can around.

where can i get the FSR? btw it was metal shavings.I found where they drilled into a trolling motor bracket/.We need to inform anyone drilling into metal to clean up your work...this is going to be a pain to get rid of.
BKF removes rust quite well. It should not be a big job at all.
I left a coffee can out on my bow locker for a week once by mistake and ended up with a nasty rust ring. BKF took it right up when nothing else would even touch it.
About a buck at the grocery store. In the cleanser section.
As pointed out above, anything with Oxalyic acid will do the job with no rubbing. STARBRITE has a spray bottle that works fine. Spray it on and rust spot goes away in a couple of minutes.
