If you buy a boat that is listed by a broker, are you still buying it from a private individual? It would seem that the broker is only listing the boat, and the owner of the boat is selling. In GA, no tax is due if you buy from an individual. If I buy in FL or Alabama, do I have to pay tax?

Not if you register it in GA. The only way tax is collected on a used boat sale is if you buy it from a GA dealer. Take your paperwork (title and/or registration, bill of sale - must be notarized) and a check for $36 to the GA DNR boat registration unit office (located in the Northlake area) You will walk out with the new registration.
Of course you will get that ad valorem bill from the county where it spends 180 days or more a year.
