What exactly is tied off to those plastic jug "buoys", who is doing it, and why is it being done in the middle of busy channels?

Where are you? That would help a bit!! ;)

They are one of 3 things:

1. Crab pots
2. Lobster pots
3. Markers for things like: recent sunken boats/objects, fishing spots, anchors...

Boston harbor... Been here for over 10 years and have't figured it out. Can't be lobster buoys(not legal anyways). Some people use coolant bottles. I've seen milk bottles, water bottles, oil bottles,etc....

They are in fact lobster pots, many set by commercial lobstermen. I've been up in arms about this for years and have had more than my fair share of entanglements with them. They are quasi-legal in that the clorox bottle bouy marks the end of a string of pots, with the legal lobster bouy on the other end safely out of the channel. It sucks.

I thought that it could have been weekend warriors who wanted to dunk a trap or two for a few weeks didn't want to bother with getting a license for an entire year. Can't believe commercial guys would do that. The clear one gallon bottles that are half sunk are a pain in the butt.

Get yourself a pair of Shaft Shark line cutters. It's not foolproof, but it sure as hell cuts down on the # of times you have to stop and untangle!! I almost like hearing my motors make a quick murmur sound and then see a float pop up behind me with frayed cut rope hanging from it. ;)

Thankfully, in the Great South Bay they smartly mostly stay out and away from the channels with the crab pots. It's only early spring and late fall when they think they are the only ones out there they start getting them into the channels a bit.

Get yourself a pair of Shaft Shark line cutters.

Unfortunately its not the line you get wrapped up in initially. Your prop hits the plastic bottle, punctures right thru it, and gets wrapped up in it. Then the line wraps around that. Now you're anchored from the stern in a 1kt+ tide, in a major water way with 58 - 60 degree water.

If you cut the bottle, they still have the legal bouy to haul from unless you pull up the whole string. If its a single pot on the bottle, they have the spot marked on the GPS and then they drag a hook to get their pot back.

Clam cops are less than motivated enforcing these laws.

No, when you hit them, the line TRIES to wrap around, and instead gets cut from the line cutter, and the float floats away and you continue on driving. I hit them all the time, you feel a quick short jerk, then see the float pop up behind you in the wake,
