Sad thing is, this Universal Access thing started in the 1930's to fund installation of telephone service in rural areas where the phone companies couldn't otherwise justify the cost. Seemed like a good idea at the time. Look what it has become!

So, as I read that article, we started with "people in rural areas need phones so they can call for help in an emergency" (OK, I can buy that), to "people in the city need a cell phone and internet so they can apply for jobs" (Huh? I can understand the emergency aspect, as we have always donated our old working cell phones to charity's, but I was always lead to believe that the phones only worked for 911 only. We all really need to start taking back this once great country. Enough is enough.

I figure we'll need to vote against every incumbent for 3-4 elections before we can completely turn over the DC crew and impress on their replacements the need to do the people's work for the people's benefit, rather than the personal benefit of the legislators.
Everybody needs to understand- the bums in Congress are only there because we elected them. None of them is irreplaceable.

Chris I believe it is a government mandate that requires the providers charge that fee. I don't think they have a choice. How ever I wonder whats in it for the carriers?

The carriers are required to pay into the Universal Service/Access fund managed by the FCC, but they not required to charge the fee to subscribers. Some choose to charge the fee and call it what it is, others hide it in their other rates.

I'm not sure if this happens elsewhere, but where I live one of the companies authorized by the government to give out these free phones sends out mass mailings(junk mail). Every few months I get a letter from this company explaining the program and who qualifies. Included is an application and a preaddressed, postage paid envelope. I stuff as much crap as I can fit in that envelope and send it back to them. I know its not accomplishing anything, but it makes me feel a little better. It pi$$es me off, not only these people abusing this stupid program. But these companies are trying to sign up anyone that wants a phone so they can bill the government for it.
