Anyone know if this is a anti-siphon valve? Whats the screw for?

That is the top of the gas pickup, the anti-siphon is what is connected to the gas line. The screw is weird. It may have been used to plug a hole drilled to allow a wire to be pushed down the hole through the pickup tube to unclog the opening in the tank. That would be my guess. Looks like you should replace the anti-siphon valve with all that corrosion. If it was me, I would unhook the gas line and with a wrench remove all three pieces, the barbed valve, the fitting (with the screw in it) and the pickup tube inside. Easy to do, if your horse power is above 200hp use a brass anti-siphon valve. if not replace with aluminum. Use two hose clamps if you do replace.
Hope this helps :-).
