Is there a time of year when these critters can be caught within 15 miles of shore? Reliably enough to make a run for them anyway. I've heard you can start trolling a few miles out from the CBBT during the summer months and have a good shot at picking up mahi. Any truth to this?

There is some truth to it. I have seen some reports on TilalFish (this year) to that affect. Generally they are peanut size and around floating structure.
