It seems you see them for sale from an owner. For example on the vmrc site it lists a fsbo 85 crab pot license for 2250, but it looks like all you would have to pay the state is $190commercial registration + like $85 for the license. I'm guessing theyre all sold and the owner has the right to renew before someone new (non previous license holder) buys one from the vmrc or something?

Nothing really its set except by what the buyer or you feel its worth. I know 50 pot lcc goes for around 4k up here. I know the minimum business transfer(sale of license) is min 2500 up here(md). Size of the license really dictates its value the rest is what your willing to pay.
