There is so much more to consider before replying yes or no. Wind direction? Tidal flows? Condition of vessel/engine? What type of Safety gear aboard? Time of year? Water temps? Your experience/lack thereof?
Only you know the answers and only you can make a good decision.

Fishweather isn't working right now for some reason. I usually cross reference these three sites and look for consistency. Fishweather is usually my most consistent and reliable source
High Tide is at 10:18 AM and the wind is going to swing tp an easterly direction around noon. the mouth could be a little gnarly around the time. Use the information available and make the right decision for yourself.
I might play around the area by Captain's and the toothpick in my buddy's skiff in the afternoon, but I'll be working in the boat yard all day watching the wind beforehand

I agree Seas: ESE 3 feet at 13 sec. isn't ideal might be better to get an early start and come and go on the incoming, check to see what if any changes there are around the north jetty and post them up.

Sub 50 water temps aren't fun. Handheld is only useful if someone is within 20 minutes of you when needed.

That boat can handle alot. If you feel uncomfortable go back in but i wouldnt say you couldnt go out in 3 foot seas.

i have a 23' boat last trip of the year lasy year to stellwagen winds 25kt. i rocked and rolled but at no point felt scared or got wet

I have my boat in a slip and I check the weather everyday before heading to it on Saturdays. If the report reads wind speeds under 20kts and seas 2-3 foot or even 4 ft I still head to the boat. I usually check the ocean first hand by heading out and if its to rough I just fish the back bays.
But the wind speeds and sea conditions seem fine in my point of view.

this is not about being in the Bay with 2-3 it is about the mouth of the Merrimac river on an outgoing tide with and easterly 2-3 this will build considerably bigger standing waves at the bar

Those conditions wouldn't stop me in the least in my boat running out of GH. But there are a number of things to consider.
First, I don't know the area, but I hear the Merrimac is a bitch depending on wind and tide. Second, and more important - this is a new boat. In this case it doesn't matter if you are a newbie or an experienced boater - until you know how it handles and responds (how touchy is the throttle even), snotty conditions is not the place to find out IMO. Over-steering at speed in a confused sea can get dicey. That last minute swerve to avoid a trap becasue the waves hid the buoy can flip you if you don;'t know how she handles. A new-to-you boat can be a challenge for the most experienced boater. Finally, if this is the shakedown, anything that wasn't taken care of properly during the build has a good chance of showing up. Loose electrical connections, cable, oil filter even. A dead engine in tough conditions again is not fun.
In short I'm not sure I'd trust the new equipment in tougher conditions. I've been in 7-8 blowing 25+ and handled it no problem in my 24'er. But right now she's sitting on the trailer commissioned and waiting for the right day to shake her down. After that the gloves are off...

Not a bad day. Went out early and got back in the river before the outgoing.
With an east wind and a outgoing the mouth gets nasty.

I didn't go out but stopped by Captains around 5 and Chris (the capt) said the mouth around 4 pm was horrendous on the way in, otherwise a lake offshore

If you're boating out of the northshore, then you need to get use to reports of 1-2 and 2-3. If you wait for that 1 foot or less report, you'll only get out half a dozen or so times a season.
Weather reports are good, but not always accurate. Most times you need to head out and see conditions for yourself.
Went to Jeffries yesterday after the storm that we had Sun-Tues. Tues night the forcast was still 6-8ft seas and the bouy data was 10.5ft at 11 secs. Headed out in the morning and was a bit choppy in shore. Got further out and it was just like any other day, with the exception of a few nice sized rollers. Turned out to be a great day fishing, Haddock everywhere.
Go out whenever you have a chance and learn the capabilities of your boat and yourself. If you get uncomfortable, turn around and head back. Even if you only go a mile and turn around, it's still more experience you get under your belt.

Sure....do it in a 22' 225 Victory WA. That's getting to the point where you need to keep your eyes open for worsening conditions, though.

Thanks for the response. My last boat was a 17' BW montauk , going out in those conditions would be hell in that boat. The sea hunt handled the conditions nicely.

If tidal conditions are right, you can cut through Joppa Flats to the Plum Island River and go through Parker River -> Ipswich River. It'll take a bit of time, but when the mouth gets snotty & there's tons of boats there, it's easier....
There's sand bars exposed at low tide. Get some local knowledge and try it.
