I mean prime example....if you have to call 911 on a cell phone, It don't matter if its connected or not it will call out. Is a spot useless w/o the paid subscription?

I carry a fully charged cellphone that was given to me. It does not have a plan or paid minutes, it cannot make calls and it cannot receive calls. I carry in my bag only for dialing 9-1-1 if it becomes necessary to do so.

Fed law requires all phones be able to access 9-1-1 regardless of any subscriptions, plan, paid connection, etc. You can pick up any payphone (if you can find one) and dial 9-1-1 without putting in a dime (or whatever).

Its not a cell phone so I was wondering if it has the same requirements? Because when you buy one it has a subscription that cost $100 a year. But would it still go off in a emergency ....?... its the $1,000,000 question

Scary thought about one of the above handling your mayday.

One would think that if you keyed in a distress, and they did not send someone, they would be wide open for a big bucks lawsuit, especially with as many hungry lawyers as we have, and so few ambulances......

I would not rely on it. Their processor probably has a simple check program that asks is the account valid and up to date. If not, then it doesn't proceed any further.
