In the application 719K it says that the applicant's signature on the oath must be witnessed by a uscg official. An e-mail I recieved from the applications help department stated that I needed to fill out the application, send it in to an exam center and then I assume I will be contacted about scheduling the exam.

Do I have to track down a USCG official and get him to witness me signing the oath before mailing this to a regional exam center ;?

You can if you want to :), but no, just bring your application to a Notary Public.

From the USCG: "Every person who receives an original credential must first take an oath. The oath may be administered by a designated coast guard individual or any person legally permitted to administer the oaths in the jurisdiction where the person taking the oath resides (e.g. Notary).
