I have a 22' CC and want to put outriggers on it. The T-Top already has brackets built in. I am not very familiar with all the brands. The idea of having telescoping outriggers sounds nice. Can I get into this without spending a lot of money? What all do I need to buy?;?

When you say brackets built in, do you mean the outrigger bases are already there?

Or just a place to mount the bases?
If you already have bases, expect to spend $4-500. If not, figure on probably around $1300. This is assuming you purchase new, and a solid brand, such as Taco. Probably add 10-30% to that if you want Rupp or Lee's.
All i have is the place to mount them. Its just a plate that is part of the T-Top that was pre-drilled. If its pre drilled do i have to worry about a certain style being able to fit or do they come with a kit or something?

Chances are that the brackets are pre-drilled for Taco....they're about the most popular.
This would give you a solid setup, double rigged (for two lines per rigger) For about $1050

Shop ebay too. I got Taco GS270s w/ backing plates and 15' telescoping poles with the rigging kits all for less than $1K all in.

If you are going to drag bars around you might want to make sure to but the 1 1/2 inch setup! We bought the small diameter poles and there was way too much bend.

There were some good deals on here for taco bases and poles used in the for sale section...1.5" 15 foot poles from someone and 250A's bases from another for about 700 all in...
