OK, I admit I am getting anxious.... What papers am I going to need to fish from my boat in Rhode Island waters ?? I also make an ocassional trip to the Cape Cod Canal with a surf rod.

I believe you can either buy the RI swl for $7 or, for this year only, use the free fed permit. They are allowing the fed permit because the governor originally vetoed the bill and they set the fed permit to be acceptable. They didn't change that after they over-rode the veto and passed the bill.

So where would I actually purchase this State license? Town Hall, Bait shop?

You will be able to get one at the bait/tackleshops that sell fishing licenses. but for this year it makes no sense to get it. Get the federal license for 2010. It is free and will cover you in both Mass and RI for 2010. 2011 is a different story.

Seems that my HMS permit covers me for this year... rock on.
