I noticed that in N. Europe, small vessels frequently use active radar transponders to enhance their signature (not for search/rescue). Units such as the 'Sea-me' http://www.sea-me.co.uk/ are rather popular.

Is it legal to buy and/or install these in the US. If not, can I buy/install one if it is only turned on past the 12 mile line?

This actually caught my attention. I like the concept of the Active radar reflector and really didn't know much about them. The link you sent really helped. I sent a request to the USCG and I am awaiting word on whether or not they are legal for use in the US. According to the site you sent they cost around $650 + shipping. As far as the Argos tracking system I also am waiting to hear back on where one would purchase a system. It's used throughout us waters for larger/commercial vessels.
