Rigging my own Wahoo rigs and decide to up the size of the cable between the hooks on a stiff rig....
On heavy cable ..what is the best cutting tool.....I tried a small set brand new bolt cutters but it only cut half way through....I am thinking maby a high speed cut off tool (Dye Grinder or Dremel tool).

what you need are dedicated cable cutters made by a company named Felco (model # C-7). you can find them at lowe's, home depot, or grainger. also, the multi-purpose / pruning shears they make work great for all sizes of mono.

On all stranded cable, wrap a piece of electrical tape around the spot to be cut so it won't fray out. Then use the Felco's

I use a pair of linesmans pliers- you can get them at Lowes, etc...they even cut cleanly through 480# cable. I'm impressed!
take a piece of cable with you to the store and try before you buy.....

i have a set of the shimano cable cutters. they cut through everything clean. the tape is a good idea, though.

when I'm rigging off of the water I use a dremel. you get a nice clean cut, and the heat kinda melts the cable ends making it less likely to fray out until you can get your crimp on.
