A little more info would be helpful. Did the trouble start suddenly or has it come on gradually? It does sound like it could be a fuel problem. Have your dealer run a fuel system pressure and vacuum check. The fuel filters on outboards need to be changed at least once a year. Don't forget the filter in the VST and the water separator in the boat. If you dont have a water separator install one. Four stroke engines need to be decarboned yearly, change the spark plugs and oil afterward. This would be a good time to change your gearlube. Check your owners manual for valve lash checks and timing belt change intervals. Low oil pressure and high water temp can also limit RPM. You should get an indication on your Yamaha tach and the horn should sound if these are your problem.
