Exclamation Fuel headache

I have a 1991 17' Boston Whaler Outrage w/a 2004 115 Johnson Saltwater series. Last trip it started sputtering at WOT. Changed plugs, Fuel filter( in engine and water seperator), All fuel lines, Bulb and put a Anti- syphon on the built in fuel tank. I even put all new components for the vent tube, thinking in was vapor locking. Now I'm getting a slow beep alarm that gets louder and faster at WOT, it starts about 2 minutes after starting engine. The bulb is good, I even tried bypassing the bulb and filter and atttached fuel line to tank, Same result.
I also tried starting the engine, revving to 4000rpm and pumping the bulb( even though it was tight) the alarm still came on. So I thru her in gear, opened her up and she's starved for fuel. Could it be the fuel pump? Please help!

What you are hearing is the NO oil signal. This means no oil is being added to the gas that goes to the carbs. DO NOT run the engine untill the problem is repaired. Thje problem could be the VRO, or a restricted oil line, or a problem in the tank. Have an experianced tech check it out before you have major engine damage.
