Default Water in cylinder - wont start?

I have a Volvo 7.4 and the engine wont start. The engine has spark and good fuel pressure on the fuel rail. I checked the compression and they were all around 90 psi. When i had the plugs out I turned the motor over and on one side of the engine quite a bit of water came out the spark plug holes. Two questions, one , would the water prevent it from starting and two since it is all on one bank of the engine with all four cylinders I suspect a manifold or riser problem rather that a head gasket, would anyone else have any different thoughts?

Yes, water will keep the engine will keep the engine from starting. The exhaust manifolds are usually the first thing that rust out. There may be more damage to the engine because of the water in the cylinders. You need to have an experianced stern drive tech check this for you.
