Try running the engine with the thermostats and covers removed. You should see a strong stream of water out of the openings. You can also try this with the gearcase removed and a water hose slid up the water tube. Thes engine most likely has been run in salt water which can cause salt build up causing the overheat. It is a good practice to flush an engine after each use in salt water.
