Default defective lower unit?

2004 225 Opti. Counter rotation lower unit was received from mercury as a warranty replacement.
When installed on the counter engine (port side), the prop shaft turns to the right when in forward. Okay, maybe they sent a standard with a counter sticker. So we put in on the standard rotation motor on the staboard side it turns to the left.

All cables etc. have been verified to not have been reversed or messed with. The counter and standard rotation engines were verified via the serial numbers. The old counter lower unit was put back on and turns left.

Is it possible that the lower unit is defective? Is my mechanic missing something on the install?

The best way to describe it is that I have the gears of a counter with the shifter of a standard all in the same lower unit. Any assistance would be greatly appreciated. Thanks

It may be a case of mistaken identity, but a trained Merc mechanic can check out the gearcase and determine its type very quickly. I believe the CCW gearcases have a "C" or an "L" stamped on the end of the propshaft.
