Default can tank not venting properly cause water in the fuel?

just had 300 hr tune up on 225etec, new raycor and fuel filter in motor. 1st trip out Friday 90 mi cobia trip, after only about 1 hr the motor completely stalled out. I check the bottom of the raycor and it was disgusting, drained it about 3 times throughout the day and completed my trip but completely confused. less than a year ago I had same problem and I thought I had gotten bad gas. so I had 95 gallons of fuel cleaned and tanks cleaned as well (fuel savers u.s.a.-awesome job). now I thinking it wasn't bad fuel at all that ive got water getting into my fuel. since ive owned the boat (2 yrs) when fueling up it takes a very long time, with a empty 95 gallon tank you have to fill very slowly, however when full it does pass back through the vent hole. the slow fill and water continually in my fuel leads me to believe that the vent maybe my issue. help please!

When filling tank or draining it remember that the vent ,filler and the siphon hose location must be determined,Are they located in the front ,rear or middle of the tank? For example if you drain the tank with the nose of the boat down and the pick up is located in the rear you'll never get all of the fuel out. Same with the vent/filler, if the boat when you are filling it is nose high and the vent is in the rear you might have a hard time filling the tank. Sometimes the vent hose has a sag in it which can cause slo filling also .As far as water check the gasket on the filler and make sure the vent is turned down.
