1994 Mer 200 Idle

My '94 Mer 2.5L Offshore Black Max runs great at anything over about 1400rpm. Anything below that and the idle is erratic - sometimes speeding up, sometimes dropping down. The motor doesn't stall, but comes close at timed. The problem seems to be a little worse after its' been run for a while. Does this seem like a carb rebuild issue? I really hate to touch it when it performs so well at speed, but I'm afraid the erratic idle may be an omen of something just beginning. Any ideas?
