25HP Merc 4 stroke cold water from "pee hole."

My low hour 25 Merc has been running lousy since the exhaust manifold gasket was replaced by a Merc technician. Today, while attempting to figure out what might be wrong, I noticed that the cooling water was cold and didn't warm up even though the motor had been running for some time. Could the engine problems be related to a stuck open thermostat ? Where is the thermostat located on my engine ?
