Re: outboard problem The primer ball is located in the suction side of the fuel system plumbing. When you squeeze it until firm, the fuel is pressurized from the ball to the motor to fill the carbs or EFI system. As the motor runs, the whole fuel system returns to its "suction" state and the primer ball is no longer hard as there is no pressure in the line, only vacuum.
If the ball never gets hard when you squeeze it, then chances are it has bad check valves in it, carbs are flooding and leaking fuel, or there are air leaks in the fuel system and the bulb is not filling with gasoline. Aftermarket primer balls have a terrible reputation for reliability, use a genuine Johnson-Evinrude part for best results.
Always hold the primer ball vertical with the arrow pointed up when squeezing it so the check valves work correctly.
