Re: 03 200 Evinrude Your motor was built by Bombardier and is head and shoulders above the OMC FICHT motors.
There are a number of things in the starter electrical circuit that could be culprits and the factory service manual is the only way to check them without hiring a trained technician.
Check the basics first. Remove and scrape any black paint from the ground terminals and the block making certain that the star washers are placed between the block and the ring terminal. Pay particular attention to the starter solenoid base and ground wire. Check the main and starter delay relays for corrosion on the blades and see if they click when you turn the key to START. Check the fuses for corrosion also.
You can substitute a different keyswitch and harness directly to the motor to find out if it is a boat wiring or an engine problem.
